The Ministry of Education and Training has issued Official Dispatch No. 5666/BGDDT-HSSV to Departments of Education and Training, higher education institutions, and vocational education institutions. The document serves to implement Official Telegram No. 55/CD-TTg dated August 19, 2026, from the Prime Minister regarding traffic safety and order during the National Day holiday on September 2nd and the peak month for student traffic safety.
Ahead of the National Day holiday on September 2nd, the Ministry of Education and Training requests educational institutions to step up awareness campaigns, equip pupils and students with safe traffic knowledge and skills, and strengthen coordination between schools, families, and relevant authorities.
The document outlines 3 key focus tasks: enhancing publicity and education on traffic safety law and skills; strengthening school-family coordination; and proactively implementing solutions to ensure traffic safety and order in school gate areas.
Equipping knowledge and skills for safe traffic participation
The Ministry of Education and Training requires strengthening publicity, dissemination, and legal education on traffic safety and order for pupils and students, while promoting safe traffic knowledge and skills through practical, suitable, and effective formats.
According to the official dispatch, educational institutions are to organize appropriate publicity and educational activities at the beginning of the academic year and during the peak student traffic safety month. Content regarding legal regulations, safe driving knowledge, and skills should be integrated into back-to-school orientation sessions and other suitable educational activities.
The Ministry particularly emphasizes guiding students to strictly obey legal regulations and traffic rules, especially when operating electric motorbikes and electric bicycles, thereby fostering self-awareness and personal responsibility for safety and the community.
Schools and families joint forces to elevate traffic compliance awareness
Alongside communication efforts, the Ministry of Education and Training mandates closer collaboration between schools and families in managing and educating pupils and students.
The document clearly states that educational and training institutions must coordinate with parents or legal guardians to instruct students on safe traffic skills, while regularly reminding and educating them to voluntarily comply with traffic rules.
Notably, the Ministry requires schools to organize the signing of commitments by parents or legal guardians promising not to entrust motor vehicles to children who do not meet legal age and license requirements.
Thus, cultivating safe traffic habits is not only required of learners themselves, but also demands ongoing guidance, supervision, and collaboration from both families and educational institutions.
From school gates to every safe journey
For Departments of Education and Training, the Ministry requests active coordination with provincial/municipal Police Departments, Departments of Construction, local authorities, and relevant agencies to launch the peak student traffic safety month. They are also tasked with directing and guiding educational institutions to review and organize traffic flow around school gates—especially during pick-up and drop-off hours—and promptly proposing measures to address spots prone to congestion or safety risks.
Higher education institutions and vocational education institutions are instructed to proactively coordinate with local functional bodies and authorities to implement solutions maintaining traffic order and safety around campus entrances.
This directly concerns universities like NTTU, where ensuring traffic safety extends beyond individual student awareness to embrace structural coordination between the institution, functional agencies, and local government bodies.
The Ministry of Education and Training urges all Departments of Education and Training, higher education institutions, and vocational training facilities to strictly organize and execute the directives above.
During the National Day holiday on September 2nd and throughout the peak student traffic safety month, every NTTU student should proactively equip themselves with knowledge, hone safe driving skills, and strictly abide by traffic regulations to ensure safety for themselves and the community.
